Speaking up for consumers in Northern Ireland is the role of The Consumer Council. It provides free, independent support and advice for consumers and businesses.
The council also has the power to investigate complaints about energy, water, transport and postal services, as well as undertake research to understand local consumer issues. It makes sure that legislation and regulation for consumer protection works effectively.
The Consumer Council is an insight-led, evidence-based organisation, providing consumers with expert advice and confidential guidance. It engages with government, regulators and consumer bodies to influence public policy. It also empowers consumers by giving them the information and tools they need to build confidence and knowledge.
The Council investigates and resolves complaints under statutory and non-statutory functions. Another of its roles is to undertake best-practice research to identify and quantify emerging risks to consumers and it campaigns for market reform as an advocate for consumer choice and protection.
Established in April 1985 as a non-departmental public body under the General Consumer Council (Northern Ireland) Order 1984, The Council operates under the Department for the Economy on behalf of the Northern Ireland Executive.
Statutory functions cover energy, post, transport, water and sewerage, along with food affordability and accessibility. Non-statutory functions educate and empower consumers against unfair or discriminatory practices in any market including financial services and private car parks.
